VS-Ermächtigung in English?

Does anybody know the English equivalent of "VS-Ermächtigung"?

VS means "Verschlusssache", i.e. classified matter, "Ermächtigung" is
the authorization to handle such matters. The text is about employees of
a company who have this "Ermächtigung" and are therefore particularly
well qualified, trustworthy etc.. I just feel that "authorization to
handle classified matters" is neither a good nor a correct translation.
