In a standards draft
(http://www.w3.org/TR/2011/WD-html5-20110525/sections.html#sections),
I found the following usage of the verb "syndicate":

Authors are encouraged to use the article element instead of the section
element when it would make sense to syndicate the contents of the
element.

From the context I conclude that an article is a section that is to some
extent independent of other sections of the same document. But none of the
meanings of "syndicate" I found in dictionaries seems to fit. What does
the word "syndicate" mean here?

merge and (partly) reproduce (with permission) each other's articles.

and the websites displaying it. For the receiving site,
content syndication is an effective way of adding greater
depth and immediacy of information to its pages, making it
more attractive to users. For the transmitting site,
syndication drives exposure across numerous online platforms.
This generates new traffic for the transmitting site — making
syndication a relatively cheap, free and easy form of advertisement."
