CSI TO ACQUIRE WIRELESS LINK CORPORATION

Accelerates growth into automotive and commercial wireless
markets

Calgary, Canada, April 18, 2000 -- Communication Systems
International (CSI), a leading supplier of low cost
precision to the Global Positioning System (GPS) industry,
announced today that it has entered into an agreement to
acquire 100% of Silicon Valley based Wireless Link
Corporation. Wireless Link is a leader in the development
of low cost wireless products for automotive, commercial
and consumer markets.

CSI's merger with Wireless Link represents an aggressive
move by the Company into a broad range of wireless
applications, to include fleet and asset management, fixed
and mobile telemetry, and automotive and consumer
telematics. Consultancy group Strategy Analytics projects
the world market for in-car telematics terminals will grow
from $7.7 Billion USD by end 2000, to $24.3 Billion USD by
2006, with North America accounting for $9.4 Billion of
that market. Strategis Group projects that wireless
location services will be a $3.9 billion market in 2004
with commercial Automatic Vehicle Location (AVL) revenues
at $1.5 billion annually by 2003. This acquisition
provides significant strategic value for both companies
allowing accelerated market penetration, more highly
integrated product offerings, and the development of new
wireless technologies to address these high growth
opportunities.

"This is a tremendously exciting acquisition," said Stephen
Verhoeff, President and Chief Executive Officer of CSI.
"By combining the two companies we will have the
opportunity to become a powerful force in many of the high
growth segments for wireless location products. In the
first quarter of 2000, Wireless Link had sales of nearly $5
million CDN (unaudited). As at April 1, 2000, Wireless
Link had another $10 million CDN (unaudited) in sales order
backlog. Wireless Link has demonstrated market leadership
in asset tracking applications with this strong sales and
sales order backlog for its MicroBurst(TM), Cellemetry(R),
and WIN4(SM)-based AssetVision product line. AssetVision
integrates industry leading GPS chipsets from SiRF
Technology Inc. with Wireless Link's IS-553 (AMPS)
technology to produce one of the market's most robust and
lowest-cost remote asset management solution. But even
more exciting is Wireless Link's portfolio of Digital
Cellular technology. This gives us the ability to develop
products for the wider range of high bandwidth
applications, such as mobile computing (handheld and
notebook PCs) and internet-in-the-vehicle," added Verhoeff.

"This is a great opportunity for Wireless Link," stated Dr.
Hamid Najafi, Ph.D., Wireless Link's founder and CEO.
"Wireless Link has spent 13 years developing a broad range
of unique and enabling wireless technology and we are now
positioned to capitalize on this investment by developing
products and solutions for all mobile data and
location-centric market segments. This merger also
represents additional opportunities for the integration of
Wireless Link's core communications technology into CSI's
vertical market products."

Terms of the Agreement

The consideration to be paid by CSI for the acquisition of
100% of Wireless Link Corporation is to include the
issuance of an aggregate of 5,400,000 common shares of CSI
plus additional share option consideration being issued to
management and employees of Wireless Link. The CSI common
shares will be subject to escrow, releasable over an 18
month timeframe. The transaction is subject to satisfactory
due diligence by CSI and formal agreements completed to the
satisfaction of both companies. It is also subject to
shareholder approval from both companies, as well as
regulatory approval. Additional financing will be sought
by the combined entity to capitalize on the sizeable growth
opportunities. The board of directors for both companies
have approved the proposed transaction, subject to the
conditions of closing including necessary shareholder and
regulatory approvals.
