An earthquake forecasting program has been developed that uses
information such as the positions of the sun and the moon in the sky and the
locations of ocean tide and Solid Earth Tide crests and troughs to compare
what are believed to be earthquake fault zone activity related
electromagnetic energy field pulses (EM Signals) with past earthquakes.
About 100 of the earthquakes that are the best matches with the signals are
then displayed on charts and maps at one or more Web sites.
The goal of this program is not presently to state exactly when and
where an earthquake will occur and what its magnitude will be. The data are
not yet sufficiently reliable for that. Instead it is intended in part to
notify appropriate parties around the world that they should begin watching
for a significant earthquake, and also provide them with some high
probability locations for it. If disaster response officials for example
know that a significant earthquake could be about to occur then they can get
ready to quickly respond regardless of its location. And saved response
time could result in saved lives.

THE EARTHQUAKE WARNING
Strong EM Signals were detected at the following times:

2009/11/27 12:45:00 UTC
2009/11/25 17:38:00 UTC
The November 28 signal was one of the highest intensity signals ever
detected out of perhaps more than 3000 that have been detected over the
years.
The signals are believed to be good indicators of approaching strong
seismic activity. And a formal earthquake warning is presently being
circulated for the first week in December of 2009.
These signals can apparently be generated months before the
earthquake responsible for them occurs. However it is my expectation that
this earthquake will occur fairly soon.
Possible locations for the expected earthquake can be determined by
examining Chart A on that Data.html Web page. The chart is being updated at
least several times a week at the present time.
The horizontal lines on Chart A represent time windows during which a
number of EM Signals were averaged together to generate a single composite
"signal." When peaks start appearing at different longitudes on the most
recent time window lines then earthquake researchers around the world should
check for the presence of easily observed earthquake precursors in fault
zones areas along those longitude lines.
Earthquake precursors could include things such as large, fresh
cracks in building foundations, abrupt changes in well and ground water
levels, excessive noise on radio and television transmissions, Earthquake
Clouds, unusual behavior by wild, farm, zoo, and pet animals, and reports
that large numbers of people living in the area are complaining about strong
headaches and other medical problems. Those precursors could be indicators
that seismic activity is in fact approaching.

If you examine the Year Chart on that Web page and look at longitude
peaks on Time Window lines before specific earthquakes such as the
destructive December 22, 2003 earthquake in the San Francisco, California,
USA area and the tremendously destructive December 26, 2004 earthquake in
the Indonesia area you can see that these earthquake warning signals are
probably being generated for weeks and even months before some earthquakes
occur.
As a consequence it can be difficult to determine an exact time
window for an expected earthquake. My best determination for this present
expected one is some time during the first week in December of 2009.
For months before the destructive August 17,1999 Turkey and December
22, 2003 California earthquakes I was circulating earthquake warnings by
E-mail to different groups.
Improvements in the data processing routines will hopefully
eventually result in more precise time windows. At the moment the safest
thing to do is simply advise other people to watch for various earthquake
precursors such as Earthquake Clouds appearing over some fault zone area
that matches the Time Window line peaks on my charts. If the earthquake is
going to occur in that area then they should be able to observes some of
those precursors as it is approaching.
Regarding magnitudes,
If the expected earthquake is going to be powerful enough that I can
detect these warning signals on the opposite side of the planet etc. then it
will be powerful enough to be concerned about.
For California earthquakes my detection limit might be 5 to 5.5
magnitude. For ones farther away it might be 6 to 6.5. Some distant
earthquakes appear to be undetectable with my forecasting procedure even at
the 7 magnitude level.
Obviously, exact latitude, longitude, time window, and magnitude
details would be best. But even some earthquake warning information has to
be better than no information at all which is usually the case from what I
can see. People can always try asking for more details.

I presume that means 1 Dec through 7 Dec? That's definitely a
valid window.

The question isn't wahat you may or may not have done in the
past. The question is the earthquake in the next few days.

An earthquake warning is pointless, and even counterproductive,
if it doesn't have a high probability of coming about. You've
heard of the boy who cried "wolf" once to often?

C'mon. Give us a geographic box the earthquake will happen
within; we already have the time, loose as it is. As to magnitude
and location you've given zip. Are you waiting for a good-sized
earthquake so you can retrofit your forecast?

different than what you are familiar with. You should read the reports at

The Time Window lines in Chart A on that Web page are believed to be
continuously pointing to the approach of multiple earthquakes that are going
to occur around the world. They are not pointing to just one earthquake.
HOW THE FORECASTING PROGRAM PRESENTLY WORKS
These are the latest theories.
Electromagnetic energy pulses (EM Signals) are being generated in
connection with earthquake fault zone activity and probably with other types
of activity such as solar and geomagnetic storms, for days, weeks, and
perhaps months before some earthquakes occur. And if other important
factors are ignored, it appears that the higher the earthquake magnitude,
the more signals its fault zone will generate, and the longer that activity
lasts before the earthquake finally occurs.
Each day there are probably at least a few 5 or greater magnitude
earthquakes somewhere on the planet. And each of the earthquakes might be
generating those EM Signals.
At the time of this posting, the most recent Time Window line at the
Data.html Web page is dated November 30, 2009. To generate that data line
my computer program averaged together more than 200 EM Signals that were
detected between around August 30, 2009 and November 30, 2009. And that
means that the final composite signal that that line represents contained EM
Signal data related to perhaps dozens of approaching earthquakes.
If the most powerful earthquakes are in fact generating the strongest
and most frequent signals then their approach will have the greatest impact
on that composite signal.
The computer program matches that composite signal with each of more
than 50,000 past earthquake in my database file. And it selects roughly 100
of the best matches and displays those earthquakes on the charts and maps.
So as I explained, each of those Time Window lines could be pointing
the approach of more than one earthquake.
TWO DESTRUCTIVE EARTHQUAKES

NEIS Data
Both destructive earthquakes occurred in late December of 2003. The
one in Iran reportedly claimed some 30,000 lives. The one in California
reportedly claimed 2 lives.

If you look at the year 2003 or 2003r Charts on that Web page you can
see the December 22, 2003 Time Window line. It has a strong longitude peak
at around 121 W and a smaller longitude peak around 58 E. That could mean
that the fault zones where both earthquakes were going to occur were
generating EM Signals at that time. And the peaks would have been appearing
on my Chart data before they occurred had my present computer programs and
database files existed at that time.
The strength of the EM Signals appears to be affected by distance as
well as magnitude. And California is much closer to where I live than Iran.
So even though both earthquakes had about the same magnitude, the signals
for the California earthquake might have been stronger for that reason,
resulting in stronger longitude peaks on that Chart Time Window line.
In theory anyway, had earthquake researchers been checking for
earthquake precursors in fault zone areas along the 121 W and 58 E longitude
lines in late December of 2003, they might have been able to identify
something that would have let them know for certain that those earthquakes
were approaching. And they could have prepared for them. Some lives might
have been saved.
THE PRESENT EARTHQUAKE WARNING
As stated earlier, those Chart lines are probably constantly
displaying information regarding multiple earthquakes that are about to
occur around the world. The reason that an earthquake warning is being
circulated at the present time is because especially strong EM Signals were
detected on November 25, 27, and 28, 2009. And the warning is intended in
part to let earthquake researchers around the world know that they should
presently be checking for possible approaching strong seismic activity.
They can compare the longitude peaks on those Time Window lines with their
own location data. If both my data and their data agree on a location for a
possible earthquake then they should run additional checks to determine if
there is in fact and earthquake on the way.
They can also try contacting me to see if I have any additional data
regarding some location. And they can check the notes that I am posting to
the EarthWaves Internet Bulletin Board under the heading "EQF" for
additional information.

I have also been circulating earthquake warnings by E-mail directly
to different governments and earthquake researchers.
As I said in an earlier posting, most people probably agree that it
would better to have more exact types of data regarding latitude, longitude,
time window, and magnitude before an earthquake occurs. But, we have to
work with whatever information is available. And for generating warnings
for global earthquakes the Charts on that Data.html Web page are the best
that my computer programs can presently extract from the available EM Signal
data.

I don't know if you have heard this example of weather-lore but:
"One man's meat is another man's poison."
OOPS!
"One man's good weather is another man's bad."
That is true wherever you live. The exception of course is extreme
weather.
Usually when it is raining on someone the sun is shining on someone
else. That is a law of nature, clouds are only so big and tend to grow
under the conditions required of/for their area, which conditions are
required elsewhere for sunny weather.
And the weather when it is extreme in one area will almost always be
extreme in the other manner, in that other place or places. We
recently had a severe spell of bad weather. In Britain "bad weather"
concerns rain. And the opposite conditions to severe bad weather here
tends to be bush fires in Australia and SantaAna winds in California.
I haven't heard of any places stricken with drought but then I have
been out of the loop for a while, still am.
Of course the saying can also apply that severe wet weather in Cumbria
is accompanied by severe wet weather in the Asian Pacific or if I
guess correctly, VietNam.
But I AM just guessing.
You can generally tell when a severe storm has hit the latitudes lower
than the regions where they used to dump horses from the NEIC or Red
Puma lists. The USGS allows you to browse their archives on-line, the
USA despite all I have said about its third world class politics, is a
stupendous scientific resource.
So far.
The Red Puma and NEIC lists are lists of earthquakes.
When a severe storm has hit the coast of for example the Philippines
or Japan, Korea or VietNam there will be a resounding quake (actually
a series -but the archives won't show that#) there will be a
resounding series of quakes some 80 degrees from the harbours where a
storm crashes home.
Don't ask me why. All I know about storms is that they build up
severity out at sea and dispense it all at once once they reach shore.
Then the components fall apart and go their own separate ways.
I have the idea it is something to do with tides. And since tides are
just sonic shocks applied to the land coming out the ground, they
would tend to build up in a spot under the ocean deeps where the sea
floor reflects them to one focus. (Just guessing.)
(If you look up the quakes that occurred following the severe one at
Banda Atjeh at the end of 2004, you'd get the impression nothing much
happened anywhere until a couple of weeks later. Actually quite a lot
happened and almost all of it in Sumatra. Almost nowhere else had
earthquakes for that time period well into January.)
Tides have this connection so that opposite shores on a channel no
matter how close, have a slightly different behaviour pattern. if the
channel is wide enough, by the time the acoustics have gone down to
the sea floor and climbed up the other side, the harmony and timbre
even the notes have changed.
It's either that or the amphidromic points* on one side of the channel
go the long way around so that the tides move from southern Spain up
through France into the Low Countries and Germany, up Denmark and
through the ex USSR sea coasts to Finland, Sweden, Norway, Russia,
China, Indo-China, India, Pakistan Arabia and all those African
nations either up the Rift through Egypt and Lybia or down past South
Africa and up the other side, detouring along both sides of absolutely
EVER river and stream along the way to Morocco.
I plump for the straight line every time but both might be true too.
(In fact, both have to be true too. But that is another story.)
*An "ampidromic point" is a place on the sea where the tide is the
same "state" of "high or low tide". You get one every six or so hours
in most places. You can find charts of them on-line looking like
contours (which is almost what they are.)
Its the tidal constants that give enclosed arms of seas the gyres
which can develop (if the tides are so different either side of their
channel or neck.) Don't take my word for it. Nobody is daft enough to
do that. It's what gives me my free speech. If I had to prove all the
things I say I'd have no more to say on any subject than the likes
Skywise and his ilk have about important subjects such as earthquakes.
(Not that I begrudge his bent farthings, dodgy though their provenance
be.) One man's meat is after all another man's crust crumbs. I'd brush
them off my beard but to some they may seem precious.
Thomas Gold got a lot of the theory about quakes correct but left out
the signal that does the dirty. But how could he know what that was,
he wasn't reading my stuff and I wasn't reading his.
The first week in December is over now; which earthquake
fulfilled the warning?

having 5.1 earthquakes in a massively earthquke-prone region like
that, a minor part of an even more massive earthquake-prone
region seems to me to be like shooting a shotgun in a room full
of targets and claiming good marksmanship when you find pellets
in a couple of bullseyes. How about some warnigns that might
actually do some good.
By the way, that first earthquake above seems to be out of the
forecast first week in December. is it really being claimed as a
hit?

What is that phenomena in your view ? or in other words what brings
the solid lithosphere to critical breaking point, such whiplash
creating a response of the environment registered as a signal ?
The drama of the present official Sci000nce is to assimilate the noise
of a canon to something nefarious ( it is too an omen of something of
the kind) ... without going pass that point & realize that a war is
going on.

EARTHQUAKE WARNING UPDATE

This report pertains to the Internet Newsgroup Earthquake Warning
posted on December 1, 2009. These are personal opinions.
The possible approaching earthquake discussed in that warning was
expected to be quite powerful. As far as I have been able to determine, it
has not yet occurred.
EXPECTED EARTHQUAKE OCCURRENCE TIME WINDOWS
The computer program technology being used to generate the data for
these earthquake warnings became fully operational within just the past few
months. The program code and data evaluation routines are quite complex.
The computer programs are still being improved on at least a weekly basis.
And presently, only a limited amount of time is available for learning how
to actually interpret the data.
So far it appears that when strong earthquake fault zone related
electromagnetic pulses (EM Signals) are detected or when groups of those
signals are detected during a period of several days, very roughly, 50% of
the time the expected earthquake will occur within a few days to as much as
a week. The other 50% of the time the earthquake can be delayed by as long
as several months. Delays involving multiples of 7 days appear to be most
common.
Data related to those delay times for earthquakes and EM Signals
going back to the beginning of 2001 can be found in the Year Chart files on
the following Web page:

Efforts are underway to learn how to better evaluate the data in
order to generate more precise warning time windows. At the moment, the
best approach for circulating earthquake warnings and advisories appears to
be the following:
1. When the EM Signal data suggest that a significant earthquake could be
approaching, a warning or advisory is being circulated. Then in theory
anyway, half the time it will be a timely warning. The other half of the
time the approaching earthquake will likely generate additional strong EM
Signals before it occurs. And updates for the warning can be circulated.
2. When a warning or advisory is circulated, earthquake researchers around
the world are being advised to check various areas for easily observed local
earthquake precursors. If none are observed in some suspect area at around
the same time that the EM Signals were detected then it is probably safe to
assume that the earthquake will occur elsewhere. Or it will at least occur
at some more distant future date at that location.

People interested in this subject matter can visit that Web page and
use the viewers on the page to scroll down to "Chart G." (And it should be
remembered that those data will likely move off the Charts at the time of
the next update.)
In the present Chart G the dates of some strong EM Signals detected
in late September of 2009 can be seen. They were soon followed by
destructive earthquakes in the Samoa and Indonesia areas that reportedly
claimed something like a thousand lives. The tremendously powerful Samoa
earthquake actually occurred about 12 minutes after one of those signals was
detected.
So, those EM Signals appear to have been an example of the 50% group
where the expected earthquake or earthquakes did occur shortly after the EM
Signals were detected. And unfortunately, although quite a few E-mail
notices were circulated in September and October regarding the EM Signals,
the computer programs being used to generate these data were not yet
operational. I did not have any location data that I could point to. And I
did not try to post warnings to any Newsgroups or to the following
EarthWaves bulletin board where earthquake warnings are now being discussed:

COMMENTS
If these earthquake warning time windows are accurate 50% of the
time, then with some luck, earthquake researchers around the world might be
able to occasionally observe local earthquake precursors, alert government
and disaster mitigation officials, get people living in the area prepared
for the earthquake, get disaster mitigation groups ready to quickly respond
once it occurs, and hopefully save some lives.
Interested parties can read the notes under the EQF heading at that
EarthWaves bulletin board for updates to these earthquake warnings and
advisories. And when 6 and above magnitude earthquakes occur people can
examine the various Charts etc. on my Data.html Web page in order to see if
the latest Chart A data or any recent EM Signals shown on the other Charts
matched the earthquake.
The Chart viewers on that Web page are gradually being improved so
that the data can be more easily and accurately evaluated. Charts and Maps
at the Web site are being updated as time permits.

There is so much development work presently underway regarding this
forecasting effort and I am talking by E-mail with so many other researchers
that it can be difficult at the moment to try to answer individual questions
posted to Newsgroups etc.
The best way to keep up with what is happening with this effort and
with individual earthquake warnings is to check my Data.html Web page and my
EQF posts on the EarthWaves Internet Bulletin Board.
As my December 10 UPDATE note explains, at the present time my best
estimate is that when strong EM Signals are detected there is very roughly a
50/50 chance that the expected earthquake will occur within a few days to a
week. Half the time it can be delayed for as long as several months. The
data lines that can be seen on that Data.html Web page make it possible to
determine with a certain amount of certainty which earthquake was
responsible for the EM Signals.
It looks like this present expected earthquake will fall into the
"longer delay" category. Destructive earthquakes that occurred in the Samoa
and Indonesia areas several months ago look like they were in the "no delay"
category. Since it is presently impossible to tell which category an
expected earthquake will fall into it seems wisest to circulate a warning
immediately when strong EM Signals are detected rather than wait and risk
having the earthquake occur before anyone knows that one could be on the
way.
The times that the earthquakes occur and the times that the EM
Signals are detected are used by my computer programs to generate the data
lines present on my Web pages. If those times are just 15 minutes earlier
or later the data lines can look dramatically different.

If you examine that picture file or the Etdprog.html Web page on my
Web site you will see data for earthquakes such as the first destructive one
that occurred in Turkey in 1999 and what I believe was considered a
destructive aftershock that occurred several months later. The two data
lines are amazingly similar in their structure indicating to me that both
earthquakes were triggered by similar forces. And in my opinion, that
demonstrates that these data processing and comparison routines can be
exceedingly accurate at times.

You mean the earth has earthquakes, volcanoes and drifting
plates? Genius! How come no one else thought of that?
You can always find trends if you take a big enough area for a
forecast, and you're willing to fudge a bit on the time window
and geographic window.
There's a mug's game in finding trends in long lsits of random
numbers; you can always find something "promising".
Why don't you get back to us when you can issue a real forecast
or prediction?

Then you should say so. You seem pretty vague on WHERE the
earthquke will be, as well. I suspect I could do better by
pointing a spraygun at a map of the world.

Some forecast there. I can jsut see the weather droid on TV
telling us we're expecting heavy snowfall next week, but it may
be delayed for sevearl months.

as you probably know words are of not interest on their own, they are
meant to be associated in such a way, as to convey to the recipient
some clear image of what the speaker has in mind. That is the closer
thing to telepathy I know, which is probably the type of conveyance
of information which you are using routinely at Tucson, but which is

The forecast data available on my Data.html Web page are presently
intended for earthquake forecasting groups and individuals, earthquake
researchers, disaster mitigation groups, government agencies, and any other
interested parties not in one of those groups. Newsgroups and other
communication media are also being used to let the various groups around the
world know when it is important that they check the data if they are not
monitoring them on a regular basis.
If you are a forecaster in Australia for example, and your own data
suggest that a significant earthquake could be about to occur at some
location in that country, then you can check my Data.html Web page for
confirmation information that should be easy to evaluate.
It is difficult and risky to try to forecast earthquakes using only
one source of information. Now that my computer programs are finally able
to efficiently generate the charts and maps that are being stored at my Web
site I believe that the data should be helpful to people.
If for some reason you yourself need to have forecast data that state
with a high probability that an certain magnitude earthquake will occur at a
specific location, at a certain time, then good luck with finding that type
of high accuracy information. I myself am not aware of any groups that can
generate data like that. Earthquakes are notorious for not occurring when
they are supposed to occur.
