A magnitude 3.6 earthquake centered in the East Bay rattled folks around
the Bay Area early Saturday morning, according to the U.S. Geological
Survey.

The brief shaker hit at 3:39 a.m. PST with a depth of 3.6 miles (5.8 kms),
just .6 miles northeast of the city of El Cerrito. The epicenter appeared
to be in the Hillside Natural Area, an open space owned by the city of El
Cerrito.

On the USGS Community Intensity Map, people reported feeling the quake
throughout the region as far south as Fremont and north just beyond
Vallejo.

Who exactly are you warning with a 3.6M.?
What you might do is study an ephemeris for Satellite alignments, especially those involving the Sun. Just before the alignment you might notice the weather on earth has become warmer. That is the time for a warning. There will than be a follow up of increased volcanic activity after which the satellites move apart far enough to cause a second large quake which will be about 2 or 3 decimal points larger and then the background returns to normalcy, at least before the CIA/CNN took over the military bases in Antarctica.
