Here is what I need to fill out:

Can anyone help me decipher these numbers into Northing and Easting
values?

State plane, perhaps? Does the paperwork say anything in addition to
"zone, easting, and northing"?
Note also that everything to the right of the decimal point for the
easting and northing is probably unnecessary in this case.

The X and Y you give are indeed the correct UTM's for your lat-long (UTM
Zone 10N) using WGS84 datum.

Easting = 402256
Northing = 4517199

They have textboxes for zone, northing and easting. By removing the
fraction and typing in what remains it brought up a map showing my
house with a star.

You probably have the wrong numbers!
I'm going to guess that the "paper work" is some sort of permit to do
something. If that permit is issued by a state or local authority, it
is almost certainly (as was suggested) looking for Easting and Northing
coordinates in the local zone for your State Plane Coordinate System
(SPCS). This is NOT UTM, but a different coordinate system entirely.
If the "paper work" does not explicitly ask for a "Zone" or "UTM Zone"
then it is even more likely that you're looking for SPCS values.
If the application is a California permit or application, you will
probably want 665096N 1817867E as your coordinates, as they are the
SPCS values for the same location.
