Our current rating method defines the severity and
extent of various sidewalk distresses on a per block
basis. Distress severity is measured subjectively
while extent is measured objectively using a distance
measuring wheel. The current system is used exclusively
for developing an annual replacement program using a
worst first prioritization criteria. Small localized
repairs for maintenance crews is generated independently
based on complaints and adhoc inspection by field staff.
We would like to employ a more objective system to
determine sidewalk condition. To accomplish this we are
considering developing a network level condition survey
using a statistical sampling methodology. Our methodology
would include sub-grouping sample groups for inspection
on the basis of material and construction standards,
construction period and/or year of construction, and type
of sidewalk and curb structure. We would be interested
in knowing if anyone has used a statistical sampling
technique for a network wide condition survey. Please send information via
