Dear Municipal Candidates,
The Council for the Arts in Ottawa in cooperation with the
Gloucester Arts Council and Canadian Artists' Representation
Ontario are working together to inform the community about
City of Ottawa candidate's views with respect to local arts
issues.
Your response, and the responses of the other candidates
will be compiled for public distribution. The information
will be distributed to the media, members of Board of
Directors of local arts organizations, to their members,
patrons at upcoming events and other interested parties.
We request that your answers to the following questions be
returned to the undersigned no later than October 22, 2003.
An Ottawa Arts Facts report is also provided for your
review.
Excerpt from the approved 20/20 City of Ottawa Arts Plan
The Five Year Action Plan
The five-year action plan consists of 25 actions for
implementation over a five-year period. Five of these are
deemed to be urgent actions that require immediate launching
into an initial implementation stage. They are:
1.. Develop and sustain adequate municipal arts grants
investment;
JCT: Underfunding problem calls for LETS Timedollars.
PH: 2.. Develop and sustain new municipal spaces for the
local arts;
JCT: Underfunding problem calls for Alternative Currency.
PH: 3.. Develop and sustain a cultural capital funding
program aimed at improving existing local arts space;
JCT: Underfunding problem calls for Timedollars.
PH: 4.. Establish a municipal, cultural capital reserve fund
for new arts facility development; and
JCT: Underfunding problem calls for Greendollars.
PH: 5.. Mount a local, arts marketing campaign.
JCT: Underfunding problem calls for LETS currency. If you
think this is boring, imagine it at a real live meeting.
Imagine all these different groups worried about the same
problem, their little piece of the shrinking pie, with each
question the same, about whether they get priority. It's a
pigs-at-the-trough mentality that's been conditioned by
their poverty. Remember how I reported that there were 15
out of 16 questions on underfunding at the Brant Provincial
Election Debate? How does one keep telling them the same
answer without sounding boring? How to make the same answer
funny is the dilemma. But back to problems for the ARTS:
PH: Questions:
1.) As an elected City of Ottawa Councillor, will you
support the implementation of these actions during the next
three-year term of City Council?
JCT: I would provide sufficient funding for supplies and as
many paychecks as you can find people to do the work.
PH: 2.) Are there specific areas that you feel urgently
need to be addressed?
JCT: Just switching from borrowing money from banks at
interest to borrowing money from our own LETS community
currency bank to save the interest and fill all funding
gaps.
PH: 3.) What do you feel would be the most effective way of
moving forward on these specific actions?

Item 8. WHEREAS arts and heritage policy statements mean
little without a funding strategy;
BE IT RESOLVED that the 20/20 Arts and Heritage Plan include
an investment direction based on the following:

heritage on an annual basis until Ottawa's per capita art
funding is on a competitive basis with the six (6) other
large Canadian cities.

PH: FACILITIES
1.. City of Ottawa People Services Facility Study - Final
Report - March 2003
Key findings concerning major indoor facility requirements:
Rehearsal and Performance Space: There is a need for
rehearsal and performance space in the City's East and
Central Districts.
Recommendations:
Performance Venues/Facilities
a.. Opportunities for arts, rehearsal, training,
instruction and production support should be incorporated as
part of the development of future multi-purpose community
centres and/or libraries. The size, distribution and
composition of these spaces should be developed with input
from staff based on confirmed facility requirements.
Partnerships with arts organizations are encouraged, to
deliver programs, and manage spaces.
JCT: Will these empty spaces accept Ottawa dollars all may
use to pay their municipal taxes, OC transpo and other fees?
PH: a.. At minimum, two new performance venues should be
developed to serve the central and east areas of the City.
JCT: Would more funding help?
PH: a.. Opportunities to develop production facilities
should be considered as part of these performance venues.
Recommendations:
Visual Arts Venues/Facilities
a.. New visual arts space suitable for introductory and
intermediate interest and instructional levels should be
developed as part of future multi-purpose space in the west
end.
JCT: It can be funded with Ottawa community currency.
a.. The City should assess the feasibility of developing
one or two visual arts centres able to accommodate
introductory to advance interest and skill levels, permanent
and temporary exhibit space, and inclusive of a wide variety
of visual arts.
JCT: It can be funded with Ottawa timedollars.
PH: a.. The activities of the Facility support the
development of a gallery as part of the Central Library and
Arts and Heritage Centre.
a.. The City should investigate the feasibility of
providing artist studio spaces within community or other
city owned or leased facilities, allowing for artist-in
residence programs that would benefit both artist and
community.
a.. A proposed pilot project to develop Ottawa's first
artist live/work space to be undertaken in collaboration
with the City's Housing Branch would be consistent with the
principles of the FDM (Facility Delivery Model).

b.. Set up One Stop Physical Kiosks that Promote Local
Arts
Set up one-stop shops(physical manned kiosks in high-
traffic centres of commerce / shopping centres)
incorporating a community box office, an info phone-line,
video and visual promotion and a weekly bulletin that
provides access to information about everything happening
within Ottawa's local arts scene.

c.. Design, Maintain and Promote Local Arts Website and E-
Commerce Program
Design, maintain and promote a vibrant and interesting
website that provides one-stop electronic access to
comprehensive information on the local arts, including an e-

This is to inform you that the Blackburn Community
Association is planning a "Meet the Candidates" meeting to
be held at the Blackburn Community Hall on GlenPark Dr., on
Monday, Nov 3rd starting at 7:30 PM.
Candidates seeking election in Ward 2 and for the position
of Mayor have been invited to participate. The format will
be a simple address from each of the candidates followed by
a brief Question & Answer session. The timing for
candidates' presentation has not been formally set, but it
will be restricted to 5 or 6 minutes each. All candidates
will be allowed to respond to all questions from the floor,
but some timing restrictions may be applied to ensure
responses are remain pertinent to the question asked.
As in the past, I will act as Moderator for the evening.
JCT: After a quarter century, they know that if Turmel's
coming, the rule is "everyone treated the same or there's
trouble." They've always done it right.
I hope you will be available to attend and I would
appreciate it if you could confirm your participation as
soon as possible. If you have any time restrictions for that
evening, I will try to accommodate them as best I can.

You might add one last platform, bringing a Poker Casino to
Ottawa. I'm tired of not being able to play in my home town
when others can play in theirs so I can't really say I've
won the legalization of gambling that I've fought for all
these years "enough" if I can't even play in my own
home town. Time to make legal poker part of the program
again. I only dropped it when I'd thought it had been won.
