Hello.
Which are, in general terms, the basic differences between these two
MDL.

One is for Site design, the other for Road design.

Hi
You can do near the same with both programs.
Streetconstructions, siteconstructions, digital terrainmodelling, every kind
of surfaces and a lot more.
The most important difference is the roadway modeler. In inroads you have
much more options to design a roadway.
In siteworks for example you can only calculate a roadway with one template.
If you have to handle a lot of
surface problems and only easy alignment calculations, the siteworks is the
right choice. But have also a closer
look to inrail (siteworks+inroads+trackworks together). This is my favorite.
