I m following the last earthquake in turkey.
I'd like 2 call all the safety engineers in the world 2 change
perception about such a disaster.
1. It happened at 3 am in morning with no alert.
2. The length of zone under earthquake was at least 150 km (100 miles)
3. There were 300 aftershocks which at least 200 people died because of
that.
4. Israel responed immediately not waiting 2 a call for help from the
Turkey goverment.
5. Greece which is in dispute and war with Turkey send a delegation of
help.
6. The people of Turkey r behaving very bravely and with simple means 2
trying 2 rescue as they can.
7. The Turkey TV broadcasting direct non stop 4 a period of 48 hours and
does report something else but the earthquake.
8. Until now there r 3500 deads 30000 injured.
9. There at least 10000 people missing.
10. Help started reaching the area only 48 hours after the case.
11. There r places were no one reached and yet we dont know about people
missing.
12. The zone of earthquake is likely 2 have an earthquake and building
were built according 2 regulations.
13. The next earthquake 2 come can b in Istanbul = 15M people.
14. People r afraid 2 come back 2 home and so the became fugitives.
15. It is now a critical moment - they dont have the power 2 keep on on
rescue effort and they need ergently help.
16. There r reports of deseases and shortage of water and electricity.

1. The ability of a state 2 cope with such an event is impossible.
2. There must b an international team that is operated on demand and
because of good will.
3. The standard of building is not a matter of state enforcing a
regulation but an international commity.

good will"---It's called the Red Cross (story below, an older one, as you
can see). They are sending in hundreds, if not thousands, of volunteers to
assist the victims. They are working with the Turkish government. They are
pouring millions of dollars into disaster relief. And you are right: "The
ability of a state 2 cope with such an event is impossible." (although, you
should qualify that with the word "alone".

WASHINGTON, August 17, 1999--The International Red Cross and Red Crescent
Movement is rushing technical expertise, disaster relief supplies, and
financial assistance in response to the devastating earthquake which
occurred in Turkey early this morning local time. The American Red Cross is
sending four teams from its International Emergency Response Unit to Turkey
today to assist the Turkish Red Crescent Society in their relief efforts for
victims of the devastating pre-dawn earthquake. Other support being provided
by the American Red Cross includes an initial commitment of $25,000 to the
Turkish Red Crescent Society and $25,000 to the International Federation of
the Red Cross and Red Crescent Societies for disaster relief efforts. The
American Red Cross will also provide an in-kind donation of 25,000
high-protein biscuits and 25,000 comfort kits to aid the victims of this
earthquake. The comfort kits include enough personal hygiene items to
sustain victims for at least two days. In addition, the American Red Cross
is working with the Turkish Red Crescent Society to assist with Family Link
needs, setting up communications in Turkey between families and their loved
ones separated by today's earthquake.
"We are extremely concerned for the people of Turkey affected by this
disaster," said Steve Bullock, acting president of the American Red Cross.
"We are aware that there is a great concern for the well-being of the
victims of this earthquake among the Turkish population in the United
States," he added. "The American Red Cross is responding immediately and
working with other Red Cross and Red Crescent societies to ensure that much
needed relief is provided to the victims of this destructive earthquake."
The Turkish Red Crescent Society has dispatched four rescue and relief teams
to assist with search and rescue efforts in the western region of Turkey
stricken by today's earthquake. Experienced in dealing with disastrous
earthquakes and their aftermath, the Turkish Red Crescent Society will set
up shelters for those people unable to return to their homes. Turkish Red
Crescent medical staff are already providing medical aid and setting up
first aid posts in the affected region.
According to authorities, at least 1,100 people were killed with 10,000
injured in the powerful earthquake that registered a magnitude of 7.8,
according to the U.S. Geological Survey, and hit Turkey before dawn today.
Injured victims of this devastating earthquake are being treated in parking
lots and corridors of overflowing hospitals, as rescuers dig through rubble
with their bare hands trying to reach trapped survivors. Istanbul officials
said the death toll is expected to rise as more of the crumbled debris is
cleared and contact is made with more shattered towns. The quake's epicenter
was near Izmit, 56 miles (90 km) east of Istanbul, where an oil refinery was
in flames.
The American Red Cross is dedicated to helping make families and communities
safer at home and around the world. A volunteer-led humanitarian service
organization, the American Red Cross annually provides almost half the
nation's blood supply, trains more than 11.7 million people in vital
lifesaving skills, mobilizes relief to victims in more than 60,000 disasters
nationwide, provides direct health services to 2.5 million people, assists
international disaster and conflict victims in more than 20 countries, and
transmits more than 1.4 million emergency messages to members of the U.S.
Armed Forces and their families.

As time passes it seems a very sad story in turkey.
1. It is now 12000 dead, 35000 injured still in hospital, 40000 missing.
2. Now it is known that the hardest earthquake ever happened - bcause of
45 seconds duration (compare to 15 seconds - LA) and 7.8 richter scale
(compare 7.1 - LA).
3. Here in israel we started 2 collect clothes on a national scale by
private contribution.
4. The building code in Turkey seem 2 b out of control - They use
rounded steel instead of polygon steel.
5. Every 2 out of 3 buildings r built with no official permission.
6. It seems that there 115000 buildings that r out of use and will b
destroyed.
7. There still a lot of places that people r burried and no 1 came 2 try
2 rescue them. It is around those 40000 people missing.
8. It was 2 day that an israeli team succeded after 4 days of beeing
burried an israeli girl of 10 years old.
9. It is very common by the us goverment 2 make a decision and move a
big amount of military supply 2 the middle east but not 2 move enough
forces 2 rescue people burried.
10. It seems now that we cant rely on a state or on a goverment 2 solve
national problems on time.
11. It is quite a shame that a problem that technically can b solved by
crane did not come 2 the right solution.
12. Something must b done - it cant b that people r burried and the
world is keeping on daily life as usual. it is time 2 understand that
world is a one nation and the enemy r not people but nature forces.
We have 2 unite in such a way that in case of disaster the world becomes
a machine that concentrates how 2 solve the problem with all power.
I do hope the positive message from the USA has helped. There are many
organisations and individuals in and from the UK who are providing technical
support voluntarily or as part of a charitable organised response. I am sure
the same is true of many other nations too.
You will find that for every incompetent or meanspirited individual there
are many who are determined to add to the happiness and welbeing of those
around. I would suggest you decide what you can do yourself and how you can
achieve that most effectively. Write a business plan where the profit is the
wellbeing of mankind or the benefits for an "at risk group" close to your
heart. All the circles of good we each generate will eventually merge.
I cannot drive a crane or dig effectively with my hands or administer
cholera treatment. Globally the best I can do is in education and public
speaking and supporting your endeavours and the work of those who are able
to provide direct assistance. Sending corporate and personal money to the
agencies with the expertise helps too. We have our particular engineerng
charity in this country supported by organisations who release young
engineers for months on end to go to work in disaster relief. All parties
gain from this arrangement and no-one gets stale or too depressed. Maybe you
could do something similar....
