This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup
sci.engr.marine.misc. This is not a Call For Votes (CFV); you cannot vote
at this time. Precedural details are below.

RATIONALE: sci.engr.marine.misc

Marine Engineering is a profession which requires a broad knowledge of
all engineering practices pertaining to the building,
maintaining and retro-fitting of all types of sea-going and coastal
vessels. The world’s shipping companies employ over
150,000 sea-going marine engineers and many shore-based engineers.
The proposed newsgroup is intended for the sharing of knowledge in such a
diverse working environment.

At present there is no newsgroup similar to this proposed newsgroup for
marine engineers to utilise.

The newsgroup sci.engr caters for engineering in general which is too
broad a topic for marine engineers to use. The majority
of traffic through this group tends to be mechanical and civil
engineering.
The newsgroup sci.engr.marine.hydrodynamics is an area that is far too
specific for marine engineers use.
The newsgroup misc.transport.marine caters for the business side of
marine transport which would not be suitable.

CHARTER: sci.engr.marine.misc

This will be an unmoderated newsgroup. It will be open to discussion of
all engineering practices pertaining to the building,
maintaining and retro-fitting of all types of sea-going and coastal
vessels. Specific topics may include but are not limited
to:

+ Slow, Medium and High Speed Diesel Engines
+ Steam and Gas Turbines
+ Steam Generation Plants
+ Electrical and Electronic Systems
+ Fuel and Lubricating Oil Analysis and Purification
+ Water Treatment - Boiler, SW, CCW, Potable
+ Hull, Cargo Tank and Ballast Tank Protection
+ Tankers, Naval, Dredging, Towage, Heavy Lift, Etc.

Binaries and messages that advertise products not related to marine
engineering are banned. On-topic advertising is limited
to once per week.

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase of
the process, any potential problems with the
proposed newsgroups should be raised and resolved. The discussion period
will continue for a minimum of 21 days (starting
from when the first RFD for this proposal is posted to
news.announce,newsgroups), after which a Call For Votes (CFV) may be
posted by a neutral vote taker if the discussion warrants it. Please do
not attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "how to Create a New Usenet
Newsgroup" and "How to Format and Submit a New Group Proposal". Please
refer to these documents (available in
news.announce,newsgroups) if you have any questions about the process.
