The screw shell of one of my favorite lamps (bulb) became loose a long time ago. I removed the screw shell and scaped the old glue, cement, epoxy or whatever its called completely out and cleaned it.
What is this stuff called? It needs to withstand high amounts of heat without melting or cracking again. Where can I find a small tube of this stuff at?

It sounds like you are looking for a refractory cement. Inquire at a ceramics supply house (or industrial supply distributor). Also, many hardware stores stock a cement for attaching replacement fiberglass gasket material to woodstoves, but it's a black color, and it may not have the kind of strength you need.
