Can anyone provide a web link that clarifies the
UL498 and UL508 classifications of devices used
as 'circuit breakers' and motor manual controllers?

Perhaps you mean UL489 instead of UL498? If you aren't familar with
the UL requirements then I recommend UL's web site. Your circuit
breaker and manual motor controller suppliers should also be able to
answer product-specific questions. I have had received good technical
support (phone and on-site) on UL questions from both Siemens and ABB,
and I'm sure all the other large electrical control mfg's are similar.
