How can I decide that a circuit is a limited current circuit or not
before making any current measurement?
And can you give me an example what kind of IT equipments generally
has limited current circuits.

I think that any circuit with a voltage source and some resistance/
impedance in series with the voltage source before it is accesible to
the outside would be current limited. For instance, a 5V source with
a 1000 ohm resistor in series with the lead going outside the cabinet
would be current-limited to 5 milliamperes.

So according to your explanation, shall we only make an examination of
limited current circuits if access is possible.
For example an EMI filter or a switching power supply , they have
special case and access
to the inner case is not possible by the operator , in this situation
there is no need to make a limited current circuit measurement, is it
right.

in general, at least for IT equipment, the requirement
for an LCC exists when double or reinforced insulation
has been bridged by a component, and the output of this
circuit is connected to something human-accessible.

there is no requirement for an LCC for EMI filters in a
Class I construction, assuming all other construction
requirements are met and no component bridges the basic
insulation between input and protective earth.
