You need a spectrum analyzer. If you are trying to meet a certian
government EMC spec, then you should get one that can handle
quasi-peak detection and the proper bandwidths that are required.
Plus, you need antennas which come in 2 basic flavors - E-field
(electric) and H-field (magnetic). You probably saw an H-field probe
in use which is usually used at close range.

Spectrum analyzers for EMC use can be found in Hewlett-Packard and
Tektronix with all sorts of toys to deflate your pocket book. There
are other manufacturers of spectrum analyzers that are less expensive
than HP or Tek. It you need antennas, go to someone like Antenna
Research Associates and save 20% to 30% over HP and Tek.
