That's an Intel peripheral interface adapter chip (PIA). It provides three
eight bit ports from an eight bit bus and some simple interfacing to either
an Intel or Zilog processor or anything which uses the similar I/O and R/W
lines. It is quite flexible, but buffer it for driving things, it's MOS.
And it is also vintage 1980 or 1981 or earlier, but still used!
