Phone tap problem...

On http://www.epanorama.net/documents/telecom/telerecord.html there is an
image of a telephone recording device... (the first).
but i cant get it to work.. the output signal is so damn weak...
Here are some values:
onhook-AC offhook-AC onhook-DC offhock-DC
In 0.026 0.153 -48.2 -8.26
Out 0.000 0.003 0.000 0.000
Shouldnt the offhook-AC In be around 6V? The telephone works like usual,
nomather if my circuit is connected or not... but like 10 minutes earlier,
it was like 6v... strange...
when i have tested, i have connected to my stereo, and i CAN hear the
telephone, IF i turn up the volume alot... but when i do that, there is this
hum in the background... when i connect it to the mic in on the computer,
there is just a hum.....
does anyone know what the problem could be?
btw, i live in sweden if thats make any difference (telephone system etc...)
