Probably neither. Have you changed the idler tire and the belts? With an
older Fisher, that is always first and foremost. Then see how it behaves.

Other possibilities: bad filter caps in power supply, bad connections,
other heat sensitive parts.
You should be able to confirm that the behavior is the same as a DEW sensor
indication by jumpering across the DEW sensor with a high value resistor
and/or disconnecting it - you should get the same indication with at least
one of these experiments.

I am straining my memory on this problem and I can't locate my notes from
the last time I saw this problem. However, I think that I am on the right
track - so to speak. Check the large value capacitor located near the
the adjusting pots for setting the individual channels. This cap, maybe 1
whole farad, is the memory backup in case of short-term power outages.
When this cap goes flooey, I'm reasonably sure that the symptoms are as
you describe in your post.
I hope this helps. I wish that I could be more positive, but, at least,
my heart is in the right place.

WRONG! In the Fisher VCR this is an indication that the DEW SENSOR is activated. Your dew sensor is
defective.

I think that we are all forgetting that one of the symptoms when the
incandescent sensor bulb burns out is that the DEW light comes on forever
until replaced. The other symptom, of course is that the machine won't do
a damn thing!
I have a fair degree of confidence that the continual glow from the STOP
led means that the 1F display memory cap is shot. If this particular
machine will eventually turn on probably indicates that the cap does
finally fill up with e's and operate normally. I would replace the memory
cap first and see what happens.
