20" Panasonic TV screen showing all green and little other colors.

The problem I have is with a 20" Panasonic Color Television. Not sure
how old since I bought it used from someone. But it handles cable and
channel capacity of about 70+.

My problem started after I brought my TV back from a TV repair shop. I
took it there to see if the sound could be improved along with the
brightness. They said they couldn't do anything since the picture tube
is weak.

When I brought it back and plugged it in, the picture came on and the
screen was all green!!!. I can roughly see the other colors(red, blue,
yellow, etc).

This problem was never there before, I have a gut feeling that the TV
repair shop did something on purpose so that I would have to bring it
back to get it fixed.

Could anyone tell me what the cause of this problem is? Is it a colour
leak? Or just someone cranking the green color to max?

I turned the color off(or set it to zero), and the screen is still
green.

It sounds like a bad picture tube to me. It could be a RGB drive problem. If
there is no date on the TV (it should be on a sticker in the rear), then it
is more than likely over 12 years of age. This would be old enough to have a
weak/bad picture tube. The shop COULD have attempted to drive the picture
tube with adjustments and left them at a maximum setting (you still have a
bad picture tube). To restore the drive settings to the picture tube (even
though this will not give you a acceptable picture), is something that
"could-of", "should-of", "otter-have" been done. If JUST to protect the
shop.
