How does one open the Interplak toothbrush power handle in order to replace the
NiCd batteries?

It's darned near impossible to replace the batteries without destroying
the recharging circuit. The base of the toothbrush has a little pickup
coil in it, and when you unscrew the cap to get at the batteries, you
break the connections to the pickup coil. Best to do an excahnge with
the factory.
