It's a deteriorating chip, locate one with no current across,
possibly if your lucky it's an easily accessible/fixable capacitor or
resistor...
It's circuit related, not mechanical, it would be nice if it
where mechanical....<:)

First things first............do a complete VCR cleaning with special
attention paid to the A/C heads..........gunk on the control head can cause
the problem you describe. If this is the case, any tapes your record on
this machine will have "low level" control track and may not play properly
on any VCR.
After the cleaning, if the problem happens with most SLP tapes, could be a
"tape running" problem caused by a worn pinch roller, bent guide,
etc..........this could cause the tape to ride up or down on the A/C head,
and in some cases could crinkle damage the upper or lower edge of the tape.
Finally, if the problem happens with only a few tapes you could be trying to
play tapes that have pre-existing edge damage, there is very little you can
do to your VCR to make the tape play properly............get a new tape.
