monitor wrong frequency

To all gurus involved in this NG,
I would like to ask a question on monitors.
I am working on 2 monitors of different brands but have the similiar
faults.
Both displays are rolling. Freq measured at HOTc shows 31.5 khz and
vert shows only 50 hz which should be 70 hz.
Can any kind souls tell me why there's a drop in vert freq ?

Assuming you are sending it a valid video signal and the picture is rolling
vertically:

Start by seeing if the vertical sync signal is getting to the monitor.
