Compressed air, with grounded metal tip of the air outlet and a paint
brush also ground the metal part if it. If it has surface mounted
components, you really should not use anything other than a commercial
grade flux remover that is proven safe. If you just want to clean the
dirt and dust off the board, any cleaner will turn the dirt to glue and
make it harder to remove from the board.

Amazingly, If a PC board does not have wirewound coils or
electrolytic capacitors, you can simply use running hot
water from the tap. A small fingernail brush and a bar
of soap does a fantastic job. After scrubbing and rincing
thoroughly, use a bathtowel to sponge off the exccess water
and blow a bit of compressed air below the ICs and other
components that are flush with the PCB.

Of course, I would'nt do that with a motherboard or a
highly static sensitive device, but I did bring back
some PCBs to life that most people would have written off.
Use your judgement to figure out if a particular PCB
might be affected by running water.

I did salvage a brand new Xerox photocopier, a IBM 486
and a RCA VCR a few years back using that technique.
They were caked with mud and crud after two days
underwater (a big flood). All items were back 100%
functional (I still own them!). It was a long and
delicate job, but it worked!

Anyway, try it out if all else fails.
