When I power on the tv it displays horicontal white lines on a bluish
background for a second before powering off. Has anyone had a similar
problem?
If anyone can email me a pdf schematic or service manual I could atempt a
repair.

You need to BUY the service manual from any Sony parts distributor.

Is the tv displaying retrace lines? If so any experienced tech will know
where to start. Crt voltages.

To our knowledge there are no PDF manuals for this set. The service manual
is available from Sony.

If you are getting retrace lines, this is usually caused by excessive CRT
biasing, from either the drive circuits, or the screen voltage.

The most common cause from our experience is the CRT itself is starting to
fail. This is in over 90% of the cases. The second most common cause is a
defect in the HV multiplier, and the third can be some failed components in
the HV feedback or regulation circuits.

The OP in this cas probably had a shorted video output IC rsulting in the failure of the 220 volt supply to the CRT board.

Resurrecting years old threads doesn't weork well here. I see many gmaiers doing it, probably because of how gmail presents the threads, especially after a search.

Check your other thread. Answers are there.
