local company (Midlands, UK) who can program eeprom while on-board?

Does anyone know of a company in the Midlands (UK) who offer a flash
programming service and can program a PLCC chip while it's still soldered to
the circuit board?

I know it's a long shot but I'm desperate :)

I'm not in midlands, but I'd be happy to give you some advice on how to go
about it if you can give me the part number on the chip. A lot depends on what
type of chip it is.

I've gone through this myself lately with a couple of chips on some telecom
hardware I'm reverse engineering. I ended up having the chips taken off by
somebody with rework equipment, and doing the programming and reading myself
with a programmer.
