Monitor Portrait Pivot 1700 problem to fix

I would try to fix a very good (in the past) 17" monitor. It's a rotate
model, from "portrait" to "landscape" format. It's from 1997.
It works great for 1/4 hour, then the picture is vertically reduced only in
the down part of the screen, at the same time picture is larger and brighter
... Is it possible to fix it or not ? What stage to check first ?
