Tripp Lite BC-500LAN/230 UPS

I have a Tripp Lite UPS given to me, I was told that the last time it was
used it worked fine but that was a while ago.
Do I need the remote interface connected for it to work and charge the
batteries?
At the moment when it is plugged in the green line on led lights up but
there is no output from the sockets on the front, there is no voltage going
to the batteries so it doesn't seem to be charging, the internal fuse is ok
and power is getting to the board.
I don't have the remote interface cable but there is software available from
the tripp lite web site to download, they don't mention the model I have
anywhere on their website so I don't have a manual for it.
If I do need the cable for it to work and charge does anyone know the wiring
for it, so that I can put my own together or is there a common fault with
these units that would be stopping it charging.

You don't need the interface cable for it to work. The only purpose of the
cable is to communicate to the Tripp lite software that the power went out
and the software then shuts down all running applications and then shuts
down windows. If you don't get power to the batteries then they defiently
won't charge. Check your incoming circuit to see where you lose your 110V.

That's what I thought about the cable, but maybe I would need one for this
UPS because the mains voltage comes into the unit and stops where there is
what looks like a relay, I know that at least part of the low voltage side
works because the led on the front lights up but it is not switching the
mains voltage to the rest of the circuit. I was thinking that maybe the
signal to turn on is from the serial connector but on the side of the unit
it says leave to charge for 24 hours before plugging equipment in so I have
reached a dead end.
Does anyone know if there is a common fault with these units?
I cant test it very well without stripping off one of the boards so any help
would be great.
