I had to replace LM1203N driver IC in few NEC monitors. This could be your
problem too.
If you do not know what you are doing -- give it to a technician.

Bad CRT, or setup...what brand is the CRT (NEC)? The other one sounds
like it lacks green...again could be CRT, but could be chroma
processor or surrounding circuitry. You may need to restore the CRT in
one or both cases, requiring special equipment. Maybe you can get one
monitor repaired while offering the other to the repair shop as
payment.

A TV monitor is the worse thing to get into for learning electronics.
It is too complex and dangerous. Give it to the proper trained
experts. They will tell you what they did to correct it.
However, it does sound like the CRT may be weak... This must be
varified before making assumptions.
