Who is this guy and why is it that when I open a post that he's responsible
for ( he has several different ones all over )
I get some pop-up box?

Because he is an advertiser or a pest - and you have Javascript/html enabled in
your newsreader

I've noticed recently, is fragments of an established thread suddenly
appearing elsewhere on the page as if it was a new thread - I'd assumed that
sometimes when very long threads get "top heavy" the server automatically
truncates & relocates any thread length too big to handle - but now I'm
starting to wonder! (D'you suppose defrag works on NG servers?).

Because you have neglected to disable javascript in email and news
messages. If you're using MS programs, look under the tools menu (of both
Outlook and IE) for the security tab. In IE turn off scripting for
resticted sites, and if you don't mind loosing functionality on a lot of
web sites then turn it off for all sites. In Outlook set it to consider
messages as restricted.

Personally, I usually delete any email or newsgroup msgs I get that
aren't plain text unless I really think I want it. My mail reader
doesn't even run html by default.

IE's security zone concept is nice in principle but implemented
stupidly. In practice I want to always run (by default) at max
security, and upgrade a particular site to sort-of-trusted or
trusted status if it doesn't work without some fancy feature (and I
think its not dangerous). I did manage to accomplish this but it
was horribly complicated and involved editing the registry.

All of Tom's suggestions are good though. If you haven't done this
recently, you should also go into IE and hit Tools-Windows Update to
get the latest versions. They keep updateing on a regular basis to
close security holes. Just did it today and got new stuff for IE6.

It's nothing to do with Javascript. The poster is posting with a browser
configured for the Japanese character set (Content-Type: text/plain;
charset=ISO-2022-JP). Outlook Express wants to give you the opportunity to
download the Japanese font set and encoding manager so that if the poster is
using non-Roman alphabets, the text will appear correctly.

IE6 to always delete the stuff automatically? It's not that I dislike
Korea's but simply That I am sick and tired of having to manually block all
these messages.

Wow, same here. I get so much junk mail from Korea, China, and other
Asian countries and they are very difficult to block. You can't pick words
or phrases, so to speak, to filter them out. I did find that if I copy and
paste some of the characters it will sometimes work, though. It depends on
the machine's temperament, apparently. Sometimes it will work, sometimes it
will not.
If I get it refined a little, I'll let you know.

I recently downloaded a program called Mail Washer
(http://www.mailwasher.net) that allows the user to "pre-screen" email prior
to downloading it. In addition you can add entire domains (i.e.
spammers.co.kr) to a "blacklist"

For Chinese junkmail - try cutting & paste the Chinese character symbol that
literally means "China - centre of the world", it's a square thing with a
vertical line through the middle.

How can one do this if one's system is not configured to display
Chinese characters? I.E. what does that character look like on a
