RFQ: CCD Controllers

I have a small company needing some electronic design engineering and
prototyping. The quotes I have received from area companies are too
high and so I thought there might be a few wizards out there looking for
some "government" work.
I need quotations for the following:
Design and prototyping CCD cameras and controllers on a small substrate.
I prefer 1/4" color CCD chips and have to place two of them, side by
side, as little as 1/2" center to center. Output should be NTSC and/or
NTSC plus Y/C. The trick here is to get cheap CCD's to be GEN-locked.
The output is fed to a field sequential multiplexer or directly to a
parallel input stereo monitor. Also looking for novel designs on the
multiplexer as well.

Professional and hobby qualifications
Firm quotation in US dollars for the work. You are to purchase all parts
and identify your parts suppliers as part of the final documentation.
Please quote fabrication of 3 sample camera boards.
We will forward the successful bidders (hopefully at least 3) a contract
protecting both of us before any work commences as well as a
Non-Disclosure Agreement. My company will own the designs and will
negotiate royalties or equity for the successful fabricator. If you are
successful, you will have the option of bidding on production of these
stereo cameras as well as be in line for future work. We are estimating
needs for 500 cameras next year.
