"ethanolic" solution

I have a qualitative analysis test that calls for 1M ethanolic hydroxylamine
hydrochloride. Hydroxylamine HCl is insoluble in ethanol. Last year I got
it to work by using 95% EtOH with a few ml of water, but this year it's not
going. So, what am I missing? When the book says "ethanolic," is it
referring to an archaic technical term which actually specifies some
percentage of alcohol? (I'm forever explaining to students that "dilute"
hydrochloric *means* 3M.) Or should I just dissolve the solid in a minimal
amount of water, then bring to volume with ethanol? Thanks!

I would assume as you did that it means in ethanol (probably absolute
ethanol) If water doesn't mess with your test then adding water may be
a solution (oops no pun intended) to the problem. You could try heating
to get it to dissolve, although be careful of the thermal stability of
hydroxylamine hydrochloride. It could just be the original prep you
are following is erroneous.
