ITER is attempting to create sustained fusion using a torus. The main problem is that they can't confined the torus or plasma evenly inside the magnetic structure. Maybe they could do it if they started the plasma moving, rotating around the torus. A certain forced pattern of movement could serve as some kind of centrifugal method of confining the plasma?. Right now, what they are doing is like trying to force a balloon into another shape without it bulging out at the uncontrolled points. It's difficult.
