Thanks for sharing this, Tim--very interesting! Haven't looked at it in depth, but seems good idea on the surface. Though in a way, it just makes more explicit what most of us can and are already doing, which is to deposit pre-typset versions (where publishers allow) in an institutional repository. This just makes it more of a norm to do that unless someone opts out on a per-article basis. Usually, as at my institution, it's just voluntary on the part of faculty members and researchers, and many might not even know it's available or that it's a good idea. So from that perspective, seems like a good thing!

There may be downsides I'm not seeing, though...

This is actually a massive step forward for the UC system, which has previously just used an institutional repository that is only accessible to members of the university, eg. enrolled students, faculty. This OA policy potentially opens up all future research by UC faculty! A great move to join other universities who have long been a part of the OA movement, IMO.

+1 This is a great move for the UC system.  All the research/publishing outputs will have greater impact and value once the new policy goes into effect.  Thanks for sharing this with the SOO group, Tim.

Ah, I didn't know that! I thought the institutional repository was open to all--it is at Univ. of British Columbia, where I work. So yes, this IS a huge step!
