Composted Manure in School Gardens

Aloha School Garden Friends, 

I am seeking clarity on whether or not composted animal manure is allowed in school gardens and hoping you can help by providing references to research articles and/or policies on the safety and allowance of its use in schools. I am looking specifically at information pertaining to commercially composted materials (bagged products that contain composted animal manure). Are there guidelines that exist that you know of and follow?  Many thanks in advance for your guidance.
