Here we go again.
There's no such thing as a "legal" descrambler, unless you are paying for
it. If the cable companies wanted you to have the programming for "free"
they wouldn't go to the expense of scrambling it.
And even if it was legal to use it, this thing doesn't work. Maybe once
upon a time certain cable companies used such a simple scramblins scheme
that this would descramble, but since they want you to pay, they've
moved onto more complicated scrambling schems, and this won't work.
