Shutting down the Hypnos ballot, or, quenching the iron

There were a bunch of serious problems with the Hypnos ballot, including that all votes are anonymous (bad) and several line items have already been voted on.  As only three votes were cast, I'm  canceling the vote and will reorganize it to relaunch later.
