Scarlet qm configuration

Looking to 'change' configuration parameters.
In commercial QM, I would edit /usr/qmsys qmconfig looking like this (snippet)
CLEANUP=300
CLIPORT=4243
CMDSTACK=99
DEADLOCK=0

DUMPDIR=
ERRLOG=10

Where / How do I handle this in Scarlet?

Also, if I move commercial QM to Scarlet, how do I 'update' the account(s) VOC to now match Version number 2.6-6?
