FromMay 8th to May 10th, 2024, a training workshop was held at the Directorate General of Consumer Protection Competition and Fraud Repression, alongside the Himawari Hotel, marking a pivotal step in Cambodia's environmental endeavors. The workshop, part of the CCAC-supported project in Cambodia, aimed at implementing improved vehicle emission standards in the country, moving towards Euro 4/IV and laying the groundwork for Euro 6/VI standards.

The event, organized by the Department of Air Quality, Noise, and Vibration Management under the General Directorate of Environmental Projection, Ministry of Environment, drew together 35 participants from various governmental bodies and organizations. Attendees hailed from the Ministry of Environment (MOE), Directorate General of Consumer Protection Competition and Fraud Repression, Ministry of Commerce (MOC), Ministry of Public Works and Transport (MPWT), General Directorate of Customs and Excise, Industrial Technical Institute, fuel importing companies, and the Automobile Association of Cambodia.


The workshop kicked off with comprehensive presentations, enlightening participants on the intricacies of vehicle emission inspection and fuel quality monitoring. Following the theoretical sessions, attendees were provided with practical insights through visits to key facilities. Notably, participants toured the Fuel Quality Monitoring Laboratory of the Directorate General of Consumer Protection Competition and Fraud Repression (CCF), where they were briefed on the meticulous process of fuel testing, ensuring compliance with sulfur content standards.


Furthering their hands-on experience, participants visited four prominent petroleum stations, namely Total Station, Caltex Station, PTT Station, and Tela Station. At each stop, officers from CCF conducted fuel quality tests, utilizing both stationary and mobile lab facilities to assess the adherence of fuel to regulatory standards.


The concluding day of the workshop commenced with a detailed presentation by a Ministry of Public Works and Transport officer, elucidating the procedures for inspecting vehicle emission standards. Additionally, an expert from Clean Air Asia virtually presented on fuel and vehicle emission standards, enriching participants' understanding of international best practices.


In the afternoon session, all attendees were granted an invaluable opportunity to visit HK Car Inspection (Cambodia) Co., LTD, gaining firsthand insights into the practical implementation of emission inspection procedures.


The workshop's culmination marks a significant stride forward in Cambodia's environmental initiatives, equipping stakeholders with the knowledge and tools necessary to uphold stringent vehicle emission standards and ensure the quality of fuels circulating within the country. As Cambodia progresses towards Euro 4/IV and beyond, such collaborative efforts promise a cleaner, healthier future for all all.


The Ministry of Public Works and Transport urges vehicle owners whose technical inspection certificates have expired to use the mobile inspection service that will be available across the Kingdom, noting that last year over 10 per cent of vehicles missed their required inspections.


Ministry spokesman Heang Sotheayuth told The Post on April 3 that the ministry has two vehicle inspection mechanisms: Inspections are available at the 20 permanent inspection sites located across the country as well as via the mobile inspection sites that rotate to different areas on a schedule.


The number of inspections varies each year and it depends on the type of vehicles. Some vehicles require inspections once per year, like for truck transporting goods. New vehicles are inspected every two years. In particular, for family type vehicles, inspections are required every four years for a new vehicle and once per year for used vehicles.


Mobile vehicle inspection units will begin to visit far-flung provinces in the coming weeks to help rural car and truck owners have their vehicles checked, though traffic safety experts said they had doubts about the initiative making a difference.

PHNOM PENH: The Minister of Public Works and Transport, Senior Minister Sun Chanthol, has said that so far, there are more than half a million cars in Cambodia that have not yet been confiscated, even as there are tens of thousands of driver's licenses that have expired without replacement or extension. He made this statement while speaking at the inauguration ceremony of the Vehicle Technical Inspection Center of Po Sen Chey-Odim Branch on Monday (28 March).


Speaking at the inauguration ceremony, Senior Minister Sun Chanthol said that there are currently 490,000 vehicles nationwide that have not yet been inspected yet, calling on the owners of those vehicles to get them inspected regularly and in a timely manner for personal safety and the safety of passengers.


The Senior Minister also said that there are currently seven checkpoints in Phnom Penh and 17 checkpoints in the provinces. At the same time, the Ministry of Public Works and Transport has developed and upgraded the automated vehicle inspection system, a second-generation feature which can connect and retrieve data from vehicle registration and customs systems.


This second-generation vehicle technical inspection system differs from the first-generation, as it has been developed and expanded as a new Web Application. The Senior Minister added that the technical inspection of vehicles is important to ensure safety while traveling on the road, and will contribute to a reduction of traffic accidents.


At the same time, he said that there are tens of thousands of drivers who have expired driving licenses which have not been replaced or extended, so he urges all with expired licenses to quickly go and get them renewed or extended, in order to avoid fines while driving on the road. He said the Ministry of Public Works and Transport has set up service centers in the ministry and in supermarkets for convenience of use, and it will take just 15 minutes to complete the process.


Finding and retaining qualified drivers is one of the problems challenging transport operators in Greater Mekong Sub-region. For example, in Lao PDR and Cambodia, there is no proper system to train and test drivers for the license to drive a tractor-trailer combination. Moreover, the driving skill of drivers is still poor, lacks discipline and awareness of safety and eco driving. These leads to inefficient fuel consumption and causes road accidents. Consequently, it increases operational cost for transport and logistic business sector as well as makes high impact to environment.


With this concern, Ministry of Public Works and Transport in Cambodia and Lao PDR together with Green Freight Project jointly organized Training for Trainers on Eco and Defensive Driving. The training aims to increase competency of local trainers of truck drivers to be able to transfer the knowledge and experience to private companies in trucking and logistics sector in their countries.


The training in Cambodia was held in Phnom Penh between 21-23 March with 15 local trainees participated and in Vientiane, Lao PDR between 28-30 March with 10 local trainees participated. The defensive driving course included attitude of safety driving, readiness to drive, safety driving technique, fatigue management and basic vehicle inspection and eco driving course included how to start truck correctly, the effect of engine idle free, how to use gears, clutch and brake in truck effectively, and how to drive up & down steep hill. After the participants learned the theory in the classroom, they took on on-road assessment with the company of the instructors who assessed and evaluated how they applied the theories that they have learned from the class as well as provided advice and recommendations.


A trailer is any attached vehicle with wheels that can be used to transport equipment and is hauled behind another vehicle. For the purposes of trailer inspections, the following guidelines apply to any trailers made in 1967 or newer.


According to the inauguration ceremony of the Vehicle Technical Inspection Center (Cheek) of Cambodia Motor VHICK Inc. Securities Company (CMVIC) Samrong Andet Branch on 21 April 2023, CMVIC has received the most licenses with 19 locations, including six in Phnom Penh and 13 in the provinces. Other licensed companies are HK CAR INSPECTION, FUTURE AUTOMOBILE INSPECTION (FAI), SO BROTHERS CO., LTD, and AUTO CHECKS EXPERT.


The number of vehicles in Cambodia has reached over 153,000, with 14% of them having expired technical inspection certificates. The Ministry of Public Works and Transport has warned that vehicles without valid certificates face a fine of 500 riels per day for small cars and 2,000 riels for trucks.
