Scalr should be able to access to port 22 of instance to be able to install all needed components.

I have set up the scalr management systems in my private cloud and opened/nat'd all appropriate ports (  tcp-udp/8013-8014, udp/161-162 ). Everything appears to be working, though the bundle tasks log shows it attempting to ssh repeatedly with no additional errors and never progressing past preparing-environment.

Have you installed ssh2 php extension?

Please provide output in CLI: `php -i | grep ssh`
