Upgrade can be done mostly manually, but you can find some scripts in bin folder.

Installed and upgraded database manually.  All seems to be working except for couple of important stuff:
 
1.  After enabling Dashboard from settings, when i go to the dashboard view most times it shows empty widgets with the pop up "Something went wrong, try refreshing the page".
 
2.  RAID - I can see the Database tab and the RAID option is available for Postgres and Redis.  However I do not find this for MySQL.  Is there something I need to tweak in any of the tables?
 
Remember I took my 3.0 database and upgraded it manually (did a Diff of the sql/scalr.sql scripts across versions and added missing tables, indices, columns etc) although the differences were minor.

Else 3.5 version rocks :)

I see the following messages in the System Log:

I am unable to find the debug_scripting table in the scalr.sql script.  Please help

This is debug code which was merged to os repository by mistake.
Tomorrow new package will be available.

As workaround you can search for this insert and remove this code manually.

I think the reason for the errors could be that EC2 is having issues in the east zone and requests are not being processed.

Another bad catch: In app/www/ui.php there is an insert statement into
table debug_ui which is not existing and this throws the "Whoops ...."
message on almost every screen.

Please comment out the insert statement in the ui.php file and Scalr is
awesome !

If anyone has been able to set the MYSQL RAID option available in Scalr
please let me know. I have an upgraded version and I am unable to view
the RAID options. I see only MySQL settings tab and not "Database
settings" tab. I can see the RAID options for Redis etc. Maybe a
fresh install is different?

Where you see error related to Scalr_Billing? Can you provide more
info about it? This file should not be used and it's not required.

RAID available only for new mysql behavior which used for Mysql 5.5
and right now available only on Ubuntu 12.04 roles.

New package available for download (Github will be updated within a
few hours). In new package I've fixed reported issue and updated sql
file with new shared roles.

It looks like there is no Openstack support in this release.  Is that true? If not, how do I enable it?

We haven't gotten it to work (Essex) on our own servers, TryStack lacks Swift and Volumes, and every cluster that the community has lent us has been disappointingly buggy or incomplete.

So we're still waiting.

sorry but I couldn't install the new version on a ubuntu server machine... maybe I am missing something..

If I hit the root url in the browse (http://myhost/) and I got "Service is temporary not available. Please try again in a minute". In firebug I've seen a 404 error to xInit

However if I point my browser to http://myhost/index.html I've got some 404 error for a js (ext-all-1.js) and a css (ext-all-1.css).

Make sure AllowOverride set to 'All' in virtual host config and rewrite rules are working.

Unfortunately there's more to adding support for a cloud that simple API. Differences include signing, bundling images, creating manifests...

So for now the best way, which is also the best for the open source community, is to work with us to grant temporary access so we can test and make work.
