Since you are using Scalr, you can use the 'endpoints' feature which solves the same problem EIPs do. You'll still want to use them for your load balancers however, since ISP often disregard DNS TTLs.

On our setup, we have few virtual hosts for these servers (one being a very busy site, one an commerce site, and a few small sites). We want to publish our sites using github repos and serve our static content using Amazon S3/CDN. Our commerce site serves downloads from S3.

Agreed only use elastic ip's for your load balancers; they are wasted everywhere else.
