character encoding problem

Hi,

i have a problem with character encoding. I have a data in german language in db (for example comment-field).
The characters such as ä, ö, ü, ß are not displayed correctly in console or GUI. I have searched but not found a good solution.
Maybe someone has already solved this problem!? Or have idea/ suggestion,

how can I determine or change the character encoding during db reading process (or later)!?
