Could not replace with temp file

I'm using Scala IDE with Google Cloud Platform plugin for Eclipse. When App Engine server is running, each publish fails with error "Could not replace with temp file ..."

The file is a temp file C:\...\workspace\.metadata\.plugins\org.eclipse.wst.server.core\tmp2\temp\tmp5488089741896632438.scala

The GCP plugin works with Eclipse EE 4.6 or later. https://cloud.google.com/eclipse/docs/quickstart 

No stacktrace is available but the following info:
