Breeze 1.2

Hi everyone,

I'm pleased to announce the release of Breeze 1.2 which is more or less a bugfix release + the change to the way codegen works. Breeze 1.2 supports Scala 2.12 and Scala 2.13. My next big project is to support Scala 3.

Mostly bug fixes and version bumps. this time. Mostly pretty small.
