v15 Release

Hello everyone,

I've just pushed a tentative 0.4.0 release to the Github repo. It has full sc2replay support from SCII versions 1.0.0-1.5.x and much improved documentation. Hopefully this documentation will help offset the fact that I didn't keep change notes and am not entirely sure which elements of the interface changed since the last release. I'd be more than happy to help anyone out with any issues they might have as I try to compile this change log over the next few days.

Once everything seems solid and a semblance of a change log has been assembled I'll push things to pip and make it official.
