The U.S. House of Representatives may vote this week on the Farm Bill (Farm, Food, and National Security Act of 2026), that fails farmers, ranchers,
and rural communities trying to lower their skyrocketing electricity costs.
We need your voice.
This current version of the bill targets one of the most effective tools for expanding clean energy in rural America: the Rural Energy for America
Program (REAP). For nearly 20 years, REAP has helped farmers and small businesses lower energy costs by helping them invest in solar and other smart technologies. It has supported more than 25,000 projects nationwide, and demand continues to grow.
But now, proposed restrictions would make it nearly impossible for farmers and rural small businesses to receive REAP funding and low-cost loans
for solar, even when it’s the most effective and affordable option. The updated Farm Bill language prohibits solar projects with ANY Foreign Entity of Concern (FEOC) components from receiving USDA funding, which would remove the vast majority of solar projects.
These changes unfairly target solar energy and would strip a critical resource at a time when rural communities need it most.
