[ANNOUNCE] sbt 0.13.14-RC1 is released

Howdy,

sbt 0.13.14-RC1 is now available. sbt 0.13.14 is a technology preview of what's to come in sbt 1.0.

Here are some of the notable additions since sbt 0.13.13:

• Preliminary JDK 9 support. Using this requires [native package][2] update. #2951 by @retronym

• Offline installation. Using this requires native package update. #2993 by @eed3si9n

• Changes Maven version range to select its lower bound. #2954 by @eed3si9n

• Fixes .triggeredBy/.storeAs/etc not working when using `:=` and `.value` macros. #1444/#2908 by @dwijnand

• Adds an `Append` instance to support `sourceGenerators += Def.task { ... }` by @eed3si9n

This release is intended to be binary and source compatible with 0.13.{x|x<13}. It is possible to use the existing 0.13.x launcher with this release by settings project/build.properties as follows:

   sbt.version=0.13.14-RC1

No changes should be necessary to your project definition and all plugins published for sbt 0.13.{x|x<14} should still work.  Please report any issues you encounter if this is not the case. If no serious issues are found by Friday, March 24th 2017, 0.13.14-RC1 will become 0.13.14 final.

Special thanks to the contributors for making this release a success. According to `git shortlog -sn --no-merges v0.13.13..0.13`, [compared to 0.13.13][3], there were 42 (non-merge) commits, by ten contributors: Dale Wijnand, Eugene Yokota,  Guillaume Martres, Jason Zaugg, Petro Verkhogliad, Eric Richardson, Claudio Bley, Haochi Chen, Paul Draper, Ashley Mercer. I just released 0.13.14-RC2.

Here's the changes from RC1 (https://github.com/sbt/sbt/compare/v0.13.14-RC1...v0.13.14-RC2):

• Fixes Package.makeJar deletes folder recursively - https://github.com/sbt/sbt/issues/3010

• Fixes NumberFormatException on version number with a lot of digits - https://github.com/sbt/sbt/issues/3011

As with RC-1, to try JDK 9 support and offline installation you would need sbt native package update.
