Moving some SEPs forward

Hi, folks:

I've been working to get some of our pending issues unstuck, and would like some help from others too:

- I think I finally have a coherent way of interpreting "interactions with interactions", that I suggest at the bottom of the SEP V018 thread. Can others look and see if it makes sense to them as well? https://github.com/SynBioDex/SBOL-visual/issues/73

- I've set up SEP V022 to add the "inert DNA spacer" glyph that has been discussed: https://github.com/SynBioDex/SBOL-visual/issues/103

I'd like to get these moving again, so please take a look and add your comments, either here or in the linked issue threads.
