Hi, folks:

Based on discussions at COMBINE, I've now finished drafting a codification of the workflow for SBOL Visual specification changes. The writeup is SEP V023, and there's an issue open for discussion.  Please take a look and comment on your feelings about the proposal and about any improvements that it needs.
