SBOL Editor Election #2

Hi sbol-devs,

I will be finishing my term as SBOL Editor in August 2024. I am starting the call for that election now.

Since we have a good slate of candidates already for the upcoming SBOL Editor election we would like to run a single election for the two slots available this year. The top vote getter would start as an SBOL Editor right away to replace Gonzalo. The runner up in the election would officially start as an SBOL Editor in August, and would participate between now and August so that we can provide continuity and a smooth transition.
